The men in the photo were representing the Provincial & Federal Governments in having a look at, as to where the Govt. Wharf & New Fish Plant was proposed to go. These 6 and the pilot came to Merasheen (circa 1952) in a sea plane, got ashore in Big Merasheen and these men plus the photographer walked down around the harbour for a photo shoot.
